Hampton Roads Planning District Commission

The Hampton Roads Planning District Commission (HRPDC) was created by the Regional Cooperation Act, Chapter 42 of the Code of Virginia.  Its purpose is to foster regional planning, encourage regional cooperation and coordination, and provide a forum addressing regional issues.  HRPDC provides staff for the Metropolitan Planning Organization (MPO), which is created by federal law, and is responsible for transportation planning and decision-making for Hampton Roads.  The MPO adopts the region’s long-range transportation plan, which must meet air quality standards and be financially constrained, meaning that funds will be available to pay for transportation improvements included in the regional plan.
