Reservoir and Dozier Middle Schools are located near the northern end of the District, as is Mary Passage Middle School on Atkinson Way.  Mary Passage Middle School opened in 2001 and will eventually become part of a unified complex that includes StoneyRun Park and the North District Recreation Center.

Gen. Stanford Elementary school opened in 2003 on Shellabargar Drive, the second access road connecting Ft. Eustis to Warwick Boulevard. Gen. Stanford Elementary School enrolls 600 students that reside on the Ft. Eustis military installation. The Warwick River Christian School, a private school, is located on Lucas Creek Road in the heart of the historic Mennonite Colony area.

All elementary and middle schools in the District have student enrollment over their capacities. New schools are needed to serve the northern portion of the City. Newport News Public Schools has a 15-acre site between Wells Roadand Tabbs Laneoff Old Courthouse Way. This site is reserved for a future elementary school. A new elementary school will be needed for the proposed Asheton development that may serve students in District III. School facilities are discussed further in Chapter 5, Education.

Police and Fire

The Police Department’s North Precinct is located between the Grissom Library and Courthouse Square in the Denbigh Municipal Center. It serves the portion of the City north of Deep Creek including all of Planning District III.  However, the police need more space and the current building is inadequate.  When Grissom Library is relocated, more space will be available at the Denbigh Municpal Center for expanded police operations.

Fire Station No. 9 is behind Courthouse Square and serves most of Planning District III. Equipment located at Station No. 9 includes a fire pumper truck, quint, and medic unit. Fire Station No. 5 serves the Lee Hall area and Oakland Industrial Park as far south as Atkinson Way. Fire Station No. 5 houses one fire engine, one medic unit, and mobile education vehicle.  There are also two fire stations on Ft. Eustis that serves the entire military installation.

Fire Station No. 6 (District II) serves the area along Boxley Boulevard, including Menchville and Denbigh Plantation.  Equipment located at Station No. 6 includes a fire pumper truck, quint, and two hazmat trucks.

The Newport News Fire Training Center is also located in District III next to Fire Station No. 5.  This facility opened in 2002. Police and fire facilities are discussed in more detail in Chapter 8, Public Safety and identified on the Public Safety Map.

Utilities

Skiffes Creek Reservoir is located at the northern boundary of the District. The Lee Hall Water Treatment Plant is located next to Lee Hall Reservoir in the western part of Newport News Park which extends into District III.

The Hampton Roads Sanitation District's James River Treatment Plant is located next to Riverview Farm Park. It provides waste water treatment for a large portion of the City and the Peninsula, including all of Planning Districts III and IV.  The Riverview Farm Park Master Plan provides for the expansion of the treatment plant on nine acres of city owned land. The City has given this land to HRSD as a buffer easement for the treatment plant to be exchanged for waterfront access easement for the Park. The expansion will provide space to increase the plant's waste water treatment capacity from 20 mgd to 30 mgd.

The City's former Denbigh landfill has been retained for recycling, methane gas reclamation and composting. The rest of the property has been reclaimed for the development of Stoney Run Park.  Utilities are discussed further in Chapter 13, Urban Services.

Institutional Facilities

The City Farm minimum security prison will be relocated from its site overlooking the Warwick and James Rivers.  The new site for the minimum security prison is located on Industrial Park Driveon a site bordered by the CSX railroad, Jones Run, Fort Eustis Boulevard and I-64. The new site is owned by the City and has low economic value due to its poor access and other development constraints.  The future use of the City Farm property should be studied with its future use determined by broad public input.
