Landscaped Boulevards
The District's major thoroughfares are substantially developed. Much of this development includes scattered parking lots and older buildings. Landscaping of these uses will improve their appearance and the City's image. A landscaped buffer will be maintained wherever possible along major thoroughfares. The Jefferson Avenue frontage of Oyster Point maintains a 70 foot buffer. A similar buffer exists for the Jefferson Lab, Jefferson Center for Research Technology and the Applied Research Center properties along Oyster Point Road and Canon Boulevard. These buffers are protected by restrictive covenants. Landscaping, sign, and lighting controls should occur along all major arterial and collector streets. Natural buffers should be maintained along the major arterial streets of Jefferson Avenue and Warwick Boulevard and the east-west connector streets such as Middle Ground Boulevard.
